Most \"retargeting\" on LinkedIn is a cold list
Of 1,927 thought leader ad campaigns in the study, 33% ran on cold targeting (median audience 63,500), 48% on uploaded company or contact lists (23,000) and only 19% on true retargeting of website visitors and ad engagers (5,900). Nearly half of the money is on lists, and almost all of it is described in the account as retargeting or ABM.

For the list, every confidence interval spans zero: it performs like cold. For retargeting, CPM and engagement are significant and both costs span zero. An uploaded list is a cold audience with a higher CPM, not retargeting. It costs $340 per 1,000 people reached against $159 cold — 2.1× — for the same engagement.
Retargeting beats a list in the same account: engagement +40%, cost per engagement −9%, landing page CTR +23%, conversions per click +20%, cost per conversion −47% (n=16 ★). The list defines who you want; it does not make them familiar with you. Familiarity is what retargeting is.
What counts as a warm audience on LinkedIn

The 180-day retargeting layer

Why 180 days: LinkedIn's maximum window, and B2B sales cycles of three to nine months mean a visitor from month one is still in-market in month six. Most accounts default to 30 or 90 days and throw away the majority of their warm audience.
Which objective for retargeting
Engagement. On a retargeting pool, brand awareness costs +51% to +90% per engagement with CPM +14% and reach only +17% (n=7–8, every metric pointing the same way). There is nobody extra to reach in a pool of 5,900 people; the cheaper impression buys nothing. Brand awareness is for cold audiences of 30,000+, which is the top layer, not this one. What retargeting costs
Expect CPM around 58% above the same account's cold campaigns — retargeting pools are small, dense and contested — and cost per landing page click roughly level (+14%, spanning zero). What you are paying the premium for is attention: +25% engagement, +20% dwell, +23% landing page CTR. The place the premium pays back is the bottom of the funnel: retargeting conversation ads produce the cheapest sales-qualified leads on the platform, from $59 per SQL, against $150–$400 on cold, and retargeting beats cold by 2–4× on cost per SQL across the accounts Kiin runs. Because retargeting pools are small, they sit in the budget-pressure zone: a normal $30–$50 a day on 5,000–15,000 people overspends them and drives frequency up. Keep daily budget under $2 per 1,000 members and refresh creative every two weeks — an audience under 10,000 sees a creative once in 14 days. Retargeting across channels
LinkedIn's CPM is the highest of the B2B platforms, so it is the wrong place to run frequency on an audience you already own. Export LinkedIn engagers and site visitors into Meta for retargeting at a fraction of the CPM; every Google Ads visitor lands in the LinkedIn website-retargeting pool and sees founder content over the next 180 days. Common mistakes
- Calling a list retargeting. Run it as cold and measure it as cold.
- 30- or 90-day windows. Use 180 days; the sales cycle is longer than a quarter.
- One retargeting campaign for everyone. Segment by depth or the second touch is the first touch again.
- Brand awareness on a retargeting pool. +51% to +90% per engagement for nothing.
- No exclusions. Exclude customers, open opportunities and existing engagers from the cold layer, or the top of the funnel pays LinkedIn prices to reach people already in the middle.
- Overspending the pool. $50 a day on 6,000 people is 4× frequency inside a fortnight.
- No conversion layer under it. A warm pool with nothing to convert on is an expensive audience-building exercise.
