This is the first of seven audience cuts of Kiin Labs' LinkedIn Ads Benchmarks 2026: what advertisers pay when the campaign's targeting includes the Human Resources job function. It exists because the question we get from HR-tech, payroll, benefits and recruiting companies is never "what does LinkedIn cost" but "what will it cost us, to reach these people", and the industry-level benchmark pages cannot answer it. Every number is the median advertiser account, not a pooled total; ranges are the 25th to 75th percentile, so half of accounts sit inside them; pounds are at $1 = £0.79.

Against the whole 944-account panel (CPM $36.23, landing page CTR 0.23%, cost per landing page click $17.54), HR sits at the platform median per impression and slightly better per click. The spread is the message: the dearer quarter pays four times what the cheaper quarter pays for a visit, and the difference is not the audience, it is the objective, the seniority filter, the format and the bid, each covered below.

Carousel and event ads ran in fewer than seven accounts and are withheld. Thought leader ads are reported in the dedicated study, not by audience.
Lead gen forms: completion and cost per lead
152 lead-generation-objective campaigns, 50 accounts, $427,504, 5,368 leads; six accounts got no lead at all.

Message and conversation ads with forms ran in too few HR accounts to report. This cut mixes content and demo offers; in the lead gen forms study, which classifies every form by its ask, an HR-function content lead cost $67 at the median across 16 accounts, the cheapest function in that table, and the demo figure was withheld for sample size. The gap between $67 and $205 here is the demo forms in this mix: the same lesson as everywhere else on LinkedIn, put the content offer in a document ad and the demo ask in the inbox. The director-and-above filter costs 47% more per impression and buys the same landing page CTR, so the click costs about the same and the lead costs almost three times as much. That is the opposite of what people expect and the same pattern as the whole panel (senior-only targeting $50 CPM against $40, identical cost per click). HR is a function where the manager and senior-IC layers (people partners, talent leads, HR business partners) research and shortlist, and the director signs; for content and retargeting pools, leave the filter open or at manager-plus and let the Companies tab and the demographics report tell you who engaged. Reserve director-plus for a demo ask, and put that ask in a message ad.

Company size targeting barely moves the HR numbers: the bands sit within $3 of each other on CPM and within a dollar on cost per landing page click. Where size shows up is on the delivered side, below: LinkedIn serves most HR impressions to 51-to-1,000-employee companies whatever the filter says, and the 1,001-plus impressions cost roughly double per thousand.

Single image in the UK: $45.07 CPM and 0.27% landing page CTR at the campaign median (14 accounts). UK lead gen form results are withheld (six accounts with leads); the seven UK accounts running forms completed at 1.7%, which is the demo-in-the-feed number and says more about their offers than the market. Who actually sees the ads
LinkedIn's demographic report shows where the impressions went, whatever the targeting said. Pooled across HR campaigns, with the within-campaign index (100 = the campaign's average) for the cost of each segment:

Two thirds of HR impressions land on directors, who click at less than half the rate of managers. CXO and owner impressions cost 19% more than the campaign average and click a little better; senior ICs cost 12% less. By company size, impressions are flat on cost across 51 to 1,000 employees (index 97 to 103) and the 5,001-to-10,000 band is the cheapest per thousand (index 77) but the smallest slice. If the plan says "CHROs at enterprise", the report will say "HR directors at 200-person companies" unless the targeting is by title and size explicitly.
Audience size and frequency
The median HR-targeted campaign runs to 78,000 members (middle half 32,000 to 250,000). Within a campaign, as cumulative impressions pass through the audience:

After one full pass, click rate is down 8 to 13% and CPM down 7%; after two to three passes, both are down about 15%. The CPM falls because LinkedIn discounts impressions it struggles to place; the click rate falls because the people who were going to click have. Refresh creative at one pass on audiences under 30,000 and at two passes above it. The reasoning is in LinkedIn ad frequency and fatigue.
How Kiin targets HR
- Two audiences, not one. A wide function-plus-seniority audience (HR function, manager and above, one region, 201 to 5,000 employees: about 60,000 to 120,000 members) for content and to build retargeting pools, and a titles audience (Head of People, VP People, CHRO, HR Director, Head of Talent Acquisition, People Operations Lead) of 10,000 to 30,000 for the demo ask.
- Exclusions from day one: staffing and recruiting agencies, HR software and services vendors, HR consultancies (unless they are the buyer), students and entry level, and your own company. Recruiters click everything.
- Document ads for the content offer (26.7% completion in this cut), with the report or template as the document and the gate on page three; message ads for the demo; single image on website visits for traffic to a page that matches the ad.
- Budget: $1 to $2 a day per 1,000 members in the wide audience; $100 a day on the demo campaign or do not run it.
- Read the demographics report at two weeks and exclude the functions and titles that click and never convert, then export the engaged companies from the Companies tab into the outbound sequence. That is the Warmbound loop, and HR buyers reply to it because the message references the report they downloaded.
Who this is for
Companies whose buyer sits in the people function: HRIS and core HR, payroll and global payroll, employer of record, benefits and rewards, applicant tracking and recruiting software, background screening, performance and engagement, learning and development, wellbeing, workforce planning, HR analytics, and the consultancies and outsourcers that sell to the same desk. If your buyer is the CFO or IT for an HR product, use the finance and IT cuts when they publish, and target both.
Method and citation
Campaigns whose job-function targeting includes Human Resources, with delivery between 8 September 2025 and 7 September 2026, at least $50 of spend and 2,000 impressions, LinkedIn Audience Network campaigns excluded, 14 currencies converted to USD at September 2026 rates: 519 campaigns, 113 advertiser accounts, $1,652,671. Feed metrics are the median advertiser account across single image, video, carousel, document and event formats on every objective except lead generation; lead gen form metrics are the median account on the lead generation objective. No cell with fewer than seven accounts is shown. Benchmark tables say what advertisers who target HR pay, not what targeting HR does to your cost; where a within-campaign index is shown, it is the segment's cost relative to that campaign's average.
