What a US LinkedIn ads agency has to get right
The US is the most expensive LinkedIn market in the world and the one with the most agencies claiming to specialise in it. Three things separate the specialists from the generalists with a LinkedIn line item. First, the denominator: LinkedIn reports a total CTR that counts reactions, "see more" and profile visits, and 91% of those clicks never reach a landing page; an agency that quotes 4% CTR is quoting an engagement rate. Second, the objective: brand awareness reaches 3.8 times more people per dollar on audiences over 100,000 and pays 49% more per engagement under 10,000, so the right choice depends on audience size and warmth, not on the agency's habit. Third, the format for the ask: a demo form completes at 2% in the feed and 40% in a message ad. The agencies at the top of this page run LinkedIn as the practice; those lower down run it well as one channel of a wider programme. The agencies
1. B2Linked — best for pure LinkedIn Ads specialism with the longest track record
The most established LinkedIn-only agency in the world, and the one whose founder most of the industry learned from. The pitch is waste reduction — targeting, bidding and campaign settings — with every strategy customised by senior local experts. Thought leader ads are run as part of the LinkedIn programme rather than as a separate product.
Tradeoff: LinkedIn only, so Google and Meta are someone else's job; the site lists two team members, so capacity is the question to ask.
2. Impactable — best for LinkedIn as the signals hub for a multi-channel B2B programme
Impactable runs LinkedIn as the place that reveals who is engaging, from which company, in what role, and feeds that into every other channel. Its published persona-level CTR and CPC bands (e.g. demand gen directors at 2.1–4.0% CTR, ~$3.40 CPC) are unusually specific. Thought leader ads sit inside the demand creation practice.
Tradeoff: no published pricing, and the Clutch score on the site (3.4) is worth reading the reviews behind.
3. Kiin — best for US B2B SaaS accounts run by an ex-LinkedIn team with published benchmarks and pricing
Kiin is the agency that published the numbers the US market argues about: 91% of thought leader ad clicks never reach a landing page, brand awareness pays 49% more per engagement on audiences under 10,000, a demo form completes at 40% in a message ad and 2% in the feed. Programmes are built for sales-led SaaS, the team came out of LinkedIn itself, and the fee is a flat published number rather than a percentage of the media. The London base is a time-zone advantage for East Coast teams and a non-issue for the West Coast; every account is benchmarked against 1,000+ connected accounts through Kiin Intelligence.
Tradeoff: we wrote this list; and we are not in the room. A company that wants an agency at its Austin offsite should pick one of the US-based specialists.
4. Understory — best for paid media, GTM engineering and LinkedIn content run by one team
The "allbound" model: a paid strategist, a go-to-market engineer and a content writer share one dataset and one target list, so the LinkedIn ads warm the accounts the outbound then works. Understory has said publicly that answer-engine visibility became its largest lead source, and its client list is the strongest on this page for a small team. The HeyReach testimonial is the pointed one: "$50k with no ROI on LinkedIn ads" before Understory, three meetings booked with a fraction of that after.
Tradeoff: a six-month minimum and no published fee; the model needs the client to want outbound and content as well as media.
5. Directive — best for LinkedIn Ads inside a large US B2B performance agency
The biggest B2B-only performance agency on this page, with the R&D budget and vertical playbooks that come with 100 strategists. LinkedIn is run as part of a paid media programme alongside Google and programmatic, and the "pipeline not MQLs" positioning is the right one. The fit is a funded or public B2B company that wants scale and process.
Tradeoff: scale cuts both ways; a $10k-a-month LinkedIn account will not get the agency's best people.
6. Refine Labs — best for demand programmes for Series B+ B2B tech, with published tiers
The agency that made "demand gen not lead gen" a category, now with prices on the page so you can qualify yourself out. LinkedIn is the core paid channel in most of its programmes and the creative practice is in-house. The fit is a Series B+ company with a real paid budget and a demand strategy that is not working.
Tradeoff: a $14,000 a month starting fee before media rules out most sub-$20M ARR companies, by design.
7. Sculpt — best for paid and organic LinkedIn under one B2B social team
The US agency to call when the question is "who runs our LinkedIn page and our LinkedIn ads so they stop contradicting each other". Creative is the strength, and B2B social is all it does. The fit is a mid-market or enterprise B2B brand that needs the organic and paid sides of LinkedIn built together.
Tradeoff: social-first, not pipeline-first; a company that only wants demand capture from LinkedIn ads will find the offer wider than it needs.
8. KlientBoost — best for LinkedIn Ads with published starting fees and goal-based accountability
Unusually transparent for a US agency: the free plan comes with a fee against each recommendation, the Q2 goal-hit rate is published, and the LinkedIn playbook it gives away covers the right things (list-based targeting, frequency, thought leader ads, conversation ads). The fit is a growth-stage company that wants an accountable generalist across Google, LinkedIn and CRO.
Tradeoff: a large multi-channel agency; LinkedIn is one line on the plan, not the specialism.
9. Fractional Demand — best for embedded senior operators across paid media and RevOps
The RevOps half is what distinguishes it: a Clay-and-Outreach email engine credited with $1.2M a month of pipeline for Click Capital, CRM enrichment that appends competitor and talking-point data to every lead, and Google Ads rebuilt with HubSpot tracking for Venteur ($1.3M+ pipeline from paid, 3x pipeline-to-spend). Tradeoff: fractional means part of a person's week; companies that need daily hands-on media management should ask how many hours the retainer buys.
10. Rampiq — best for LinkedIn pipeline programmes tied to AI-search visibility
Rampiq's LinkedIn position is that cold segments do not convert and warming comes first — the same finding as the thought leader ads data — and it pairs paid LinkedIn with getting the brand cited in AI answers. For a company that wants LinkedIn and answer-engine visibility from one team, it is a distinctive combination.
Tradeoff: no pricing, and the thought leader ads offer is inside a broader programme rather than a product.
11. Ironpaper — best for lead generation for long, complex B2B sales cycles
Built around the enterprise buying process rather than any one channel: research the buyer, educate before and during the sale, hand qualified leads to sales with the intelligence to work them. LinkedIn is the natural paid channel for that motion. The fit is a B2B company with a six-to-eighteen-month cycle and a sales team that needs marketing to do more than fill a form.
Tradeoff: programme-led and content-heavy; a company wanting a lean LinkedIn media specialist will find it broad.
12. Walker Sands — best for growth-stage and enterprise B2B integrated programmes
An integrated B2B agency rather than a paid media shop: strategy, brand, PR, content and demand under one roof, with a "Growth" practice focused on pipeline and lead generation. The fit is a company that needs the whole go-to-market motion coordinated, including reputation, not a team to run LinkedIn.
Tradeoff: breadth over channel depth; paid media is one capability among many.

How to choose
- "What CTR do you report?" Landing page CTR (median 0.46% on thought leader ads, 0.67% good). Total CTR is an engagement rate.
- "Which objective, and why?" Audience size and warmth decide it. An agency running brand awareness on a 5,000-person retargeting pool has not read the data.
- "How do you use thought leader ads?" As the demand engine, with the author chosen deliberately: the top 10% of authors get 8.6 times the engagement of the bottom 10%.
- "Is the fee flat, and is it published?" Three agencies on this page publish numbers or starting tiers. Percentage-of-spend fees reward spending.
- "What is your minimum, and where does my account sit?" Refine Labs starts at $14,000 a month before media; Kiin at $2,500. Both are honest about who they are for.
